Default Laptop Network Profile Manager

We are about to deploy new laptops to staff members but are having a problem with Network Profile Manger software.

We are using Dells Quickset Location Profile Manager to automatcially switch between our wired and wirelesee network plus a users home wireless network. All the software does is change the internet settings in IE or Firefox to a proxy or not depending on the connection type. This software works great, now the problem is Quickset doesn't hold the settings when a different user logs into the laptop. It seems the settings are user profile specific, which is no good for our helpdesk staff to deploy as the laptops can be used by multiple users. Quickset does have the option to export the settings to a share and then import but this would have to be setup for each user and we are looking at about 300 laptops so this is not an option. When these settings are imported a config file is created in the users folder on the c:. Tried copying this to a new user but it doesn't work and can't open the file to edit it as its not a standard text file its a .enc file.

What im looking for is a fix to the quickset problem or if anyone is using a Network Profile Manager that holds settings for different users this would be great, also it would be best if this was free and worked on both Windows XP and Vista.
