I understand that although the message implies it is tying to "make" it, the header file is actually missing.
I've discovered that three files in the build (/Makefile, /misc/src/Makefile and /misc/src/version.c) all require it.
I've not been able to get any answers from the SRILM website and wondered if anybody here might know. I feel it must be something I'm doing, or not doing, because if it were truly a faulty build environment I would expect lots of people to have had the same problem.

Just a quick guess... but you have the base 'kernel-source, gcc, gcc++' installed?
