NWDSGetEffectiveRights -601 error

Have the trusted application debugging library running.
Getting the "NWDSGetEffectiveRights -601" after it has
confirmed the login and then getting the error.

1) Have the wpdomain.db accessible via a mount to the windows box.
2) Have copied over wpdomain.db to a local drive to get access.

Noticed that when logged in as the administrator it shows "Public"

Have turned on DSTRACE on the edirectory server and am not getting
anything dumped out.

Any ideas on how I can debug this issue?
