odd behaviour - SP3

I'm now finding that after using SP3, changes in the Admin Console seem
to require me to restart all services, be it SSLVPN, LAG ESP etc...

Previously it didnt seem to affect things, but now a change in the
SSLVPN policies seems to require me to restart the LAG ESP to get Form
Fills working again.

Has anyone else seen that?
