allow mp3

I have denied all downloading of mp3's as specified in a tid I read.
Is
there anyway to allow one user or url that needs to download mp3's. I

tried adding the url in the allowed specified application proxy url
list
and it still denies it. Is there a way to make an exception for one
website?
