Can I restricted access for hours

Yes, you can do that with access rules, in the BMgr Access Rule menu
in
NWADMN32.

The access rules can be set to be active for certain time periods.
Deny rules will deny during those times, and Allow rules will allow
during the times you configure.

You should know that access rules do not vary with daylight savings
time changes, so your rules may need to be adjusted twice a year.
