Allow Rules not working

We have several machines that do not need/require authentication to BM. Previously we used a rule to allow certain hostnames and IP addresses to pass thru, these rules stopped working after applying SP8. It's happening on BM3.8SP5 and BM3.9SP2. On the 2.9SP2 machine I already tried rolling back the aclcheck to the the 3/2008 version, but no change.

any ideas?
