change external IP, bordermanager broken

Hello, We have netware 5.1. I changed the external IP for the server which
is acting as the gateway and bordermanager server for the internal
network. Changed IP in inetcfg and reinistialized, also changed the
filters.cfg to reflect the new IP. as well as host, resolv.cfg, networks
etc.. Now no clients can access the Internet. So i changed all the
settings back to the old IP....still same thing. Please help me ASAP! I am
screwed. I will post any other information you need. Anything I am missing?
