BM 3.9 Install Stopping

I'm trying to reinstall BM 3.9 SP1 onto a NW6.5sp7 server. While using xconsole to install the product, I get to the point after I choose the BM VPN product to install and login, it validates the requirements and just stops. I see the little "wait" clock and nothing else happens. All I can do is X out of the screen and cancel the installation. I see no errors in any of the logs. I've tried this with 2-BM3.9_GMC cd and the BM3.9sp1_overlay cd and the same thing happens. I changed the NICI version back to 2.7.0 from 2.7.3, still the same. Does anyone have any ideas what can get me through this install?
