I personally prefer to put BM servers in their own ou, partition that
ou off, and make the BM server master of that replica ring. With 3.8 &
3.9, one of the reasons is to avoid sharing the NBMRuleContainer
between two BM servers. I find it easier to fix filtering issues with
each server having its own container. (By deleting/reimporting the
filters...)
However, you can share the container between two servers, at least
since about 3.7sp1.

If you want to upgrade a server to 3.9, install 3.8sp5 first. If you
just want to export rules with NWADMN32, you don't need to install 3.8.
However, getting those rules from the 3.7 server to the 3.9 server
will be hard. Probably the easiest way would be to use NWADMN32 to
copy the old rules to the OU that will hold the new server. If you can
live with that, the 3.9 install should pick them up, but probably
you'll need to run the fillattr utility on the 3.9 server once it has
been installed.
