Yes, absolutely. The Bordermanager files include the encryption stuff
for VPN. Otherwise they're the same.

I'm afraid weird proxy abends on some sites is sort of inevitable with
BM3.8. :(

It is. And quite seriously, there is no hope for you on BM3.8. There
simply is no 100% stable proxy.nlm for that version with modern
websites. Some people are lucky for a long time, and then suddenly the
abends start. BTDTGTT. Servers running flawlessly for years suddenly
start to abend in proxy.nlm almost daily. The only cure is BM3.9 I'm
afraid.
