When you NAT, you are forwarding the ping to another host. (I'm assuming
static NAT here). You would need to have filter exceptions allow the
ICMP packets through to the internal host, and the internal host would
be the one responding to the ping.

Try this:
1. Be sure internal host has default gateway set to BMgr.
2. Unload IPFLT
3. From the internet, ping the secondary public address that is static
NAT'd. If the BMgr server can ping the internal host, you should also
be able to ping it from the internet.
