Problem with filtcfg

BM 3.8, NW 6.5. When I try to configure TCP/IP filters, filtcfg reports
that TCP/IP filtering is not enabled in inetcfg, which is simply wrong.
To be cautious, I reinitialized the system, but the problem persists.
Anyone with an idea?
