BM 3.9 and ftps?

I'm actually not sure on that. I'm pretty sure FTP proxy can't use those
ports, but perhaps HTTP proxy will work to them? If you've tried, with
filters unloaded and access rules not enforced, it may not work. But if
it does, then you'd need to change the default filter exceptions to allow
the ports, and possible set up some access rules for the ports.
