Default Changing Proxy IP

We are moving toward a fiber optic WAN and to a common subnet between all buildings in the district. With that in mind, I'm attempting to create a proxy at 10.168.10.3 which is now 192.168.10.3 for computers to point to. Both addresses have been bound on the server, and BM(3.9) is showing them both on the "Proxy Cache Server" screen on the console in addition to the public IP.

Using iManager 2.7, I added 10.198.10.3 as an HTTP proxy private address but our computers cannot access the proxy using 10.168.10.3:8080, only via 192.168.10.3:8080. Over the weekend, I even deleted the 192.168.10.3 HTTP proxy, but was not able to access the proxy via the 10.168.10.3 address.

The workstations can ping both addresses.

Any ideas or suggestions on how what may be wrong would be appreciated, or can you not set up two addresses to access the proxy from?
