Setting up the Master Server

I tried to set up Master Server for my VPN, but it didn't work.

I did LOAD VPNCFG, and there were two thing that failed

BMALMGR.NLM
VPNINF.NLM

and seems like because of that I never moved to next step. Can anyone tell me how can I get this two things working.
