Rearrange eDir tree

I am going to try to map out what I want to do. I want to move OU's in my
tree. The problem I see, is that the OU's are partitions. Here is a quick
explanation.

current tree -(P)=Partion
OU1-(P)
OU2-(P)
OU3
OU3
OU3-(P)

I want
OU1-(P)
OU2-(P)
OU3
OU3
OU3-(P)

Could I move these OUs or create a new tree structure and move the contents?
I just don't know how to handle it since its partitioned on every level.
