Problem solved before I could run the dsrepair. Someone in the U.S. removed a number of unneeded replicas one of the servers in my partition had. Also apparently 1 server's time was pointing to an old time source, though it wasn't out of sync. This seemed to clear it up and partition sync is healthy again.
