eGuide Attribute Labels Error

I have eGuide installed and running on a Windows 2003 server with Tomcat and it works fine. I'm trying to setup the Attribute Labels in the Administration side of eGuide, but when I click on "Attribute Labels" from the left-hand menu I get this error:
"Error: ResourceBundle base path not located from ClassLoader."

Has anyone ever seen this issue and/or know how to resolve it? Because there are no attribute labels, the directory is not even searchable.
