Default Password policy assignments not working properly?

Currently, we have a password policy assigned to the Login Policy.Security object.

I'm creating a new password policy that's "stronger". I've assigned the new policy to a specific container (does it flow downwards? or is a password policy not inheritable?)

I've set the "verify on login" option for the stronger policy.

I login as a user in a subcontainer where I've assigned the policy.

I get prompted to change password, but when I click "policy" on the 4.91 SP5 Novell client, it shows the "weaker" policy.

Okay, so I went into iManager and removed the "old" policy assignment from the Login Policy.Security

Logged in again as the user, get prompted to change password, but again, the "policy" button shows the old one.

Unless policies do not inherit?

O=ABC
OU=MAIN
OU=SITE1
OU=ACCT

stronger pollicy assigned to OU=MAIN
User is in .acct.site1.main.abc

This is on OES2 SP1 Linux with eDir 8.8.5 and NMAS something or other. We've been using UP and NMAS for many years, so I know it's enabled on the client and the servers.
