D039 error unarchiving messages

I have a user who is attempting to unarchive messages in their archive.
They get a D039 error when they attempt to do this. I have run GWCheck's
Analyze/Fix database, re-create user database, and structural rebuild on
the database with nothing fixing it. I know the archive is not corrupt
as I created a copy of the archive and changed the archive FID to my own
and was able to access the archive and unarchive messages without a
problem.

The user's client is version 6.5.3 running against a 6.5.4 POA. Could a
simple reinstall help this? It seems more like a rights issue, but I'm
not sure where to start looking for answers. The best TID I could find
said it occurred in GW 6.0 and that it had been reported to engineering.
