How do I define a standard mail, a draft for everybody

Hi Guys

Well, I thought I knew it, just use the view designer, but apparently
not, or at least I couldn't make it work.

I need to design a message for our users that includes specific text, so
they can reply to inquiries in a uniform matter.

I know I can create a draft for myself, but how do I do it for all
users?
