Detected error on SMTP command

There is a domain that every time we send a email to it. It comes back undeliverable. This is from the GWIA lof ifle:
02-25-08 12:17:17 0 MSG 1638 Response: 504 <scdca_nw5>: Helo command rejected: need fully-qualified hostname
What can be done to get it thru? I've been in contact with the other party trying to work this out.
They tell me that we are not sending a FQDN( fully-qualified domain name). This appears to be so.
This is the email message we get : The message that you sent was undeliverable to the following:

Jason.Molina@irs.gov (504 <scdca_nw5>: Helo command rejected: need fully-qualified hostname)

Possibly truncated original message follows: .


How can I change the FQDN? What is the <scdca_nw5> in the message? Our server name is scdca_nw5.
