SurfControl E-mail Filter - 'Too Busy'

We have recently upgraded from GroupWise 5.5 to 6.5. We are using
SurfControl E-mail Filter version 4.5.

Our GWIA now reports
07-25-03 07:55:05 10 DMN: MSG 65323 Send Failure: 421 SurfControl is
too busy.
Please try again later.

The load is not large and will start to 'get busy' when say 7 or more
emails are in the sent queue.

The messages are deferred and requeued later where eventually Emails
are delivered.
