Groupwise API 4.1 fails to load

Hello, I`m trying to load the ngwapi module on our old Novell Netware 5 server with Groupwise 6 installed. (see the attachment) The problem is that the api reports that it cannot find the configuration database. when I try the following command;

load SYS:\Public\GW60\domain\WPGATE\API41\ngwapi @ngwapi.prm /ph=FS_COEV1\SYS:\Public\GW60\domain\WPGATE\API41


The API looks like it will load and the console screen tries to switch to the API console but then it crashes and gives me the message;

NGWAPI: Gateway ROOT directory does not exist

Can someone explain to me what is going wrong?
