GWABDLG.dll LoadLibrary Failed

When installing GW 6.5 I get a LoadLibrary Failed.

Removed GroupWise and Windows Messaging, ran gwclean then Norton
Windoctor
(a registry cleaner). Still cannot get a good install.

Just get LoadLibrary failed GWABDLG.dll.
