Way to limit number of recipients

Is there a way to limit (some users in a group) the number of recipients
they can send to? If not can you limit it for everyone?

I realize this might be perceived as the answer should be a HUMAN
managament solution and not a tech solution, but management has a
different thought on this.

Groupwise solution preferred but 3rd party solution OK.
