Error 503 When accessing webaccess page

Netware 6.5 SP7 GW 6.5.7 Tomcat 5

When attempting to reach webaccess login page a 503 error is returned.

Tomcat doesn't appear to be loaded.

mod_jk log ends with:

(ajp13) Connecting to tomcat failed. Tomcat is probably not started or is listening on the wrong port

I have reviewed previous posts and found similar references to this issue but since I am on 6.5.7 I am assuming the answers there do not apply.

I have also reviewed the server.xml and worker.properties files and don't see a port conflict but I am not an expert by any means. The server log shows ajp13 listening on /0.0.0.0:9009

Am I missing something? What additional information can I provide/look into?
