7.0.3 build 1401

For some reason lately when I try to forward a message from sent items, or
do a resend, it changes the message after I click send, to a posted message
and dumps it without warning into the work in progress folder.

Can't believe I've had a dozen messages (important messages) sitting in work
in progress and wondering why I've never got responses.

Any idea what would cause this. Using caching mode remote from location.
