gwmlt1.dll was not found

We have been using GroupWise 7.0.1 and a new problem is starting to occur. Whenever we install GroupWise on a client computer, we are unable to utilize the mailto function. If you click on an email address that is hyperlinked (from a spreadsheet or a web page), instead of it opening GroupWise and filling in the address in the to field, we get the following error:

This application has failed to start because gwmlt1.dll was not found. Re-installing the application may fix this problem.

I copied gwmlt1.dll from the install folder and put it in the C:\Novell\GroupWise directory on the local computer.
I tried it again and then receive a different error:

The language DLL for the GroupWise mailto Protocol Handler (GWMLTODLL) could not be found. You will need to reinstall the utility.

Any help would be appreciated.
