Weird Blind Copy event.

I have a situation I need to know if it is Normal or Not.........

A user who I will call UserA sends an Email to UserB (all internal email) and Also Blind Copies UserC
UserC gets the message and determines their co-worker UserD should see it, so they Forward as attachment to UserD.

When UserD looks at the Forwarded Original message, it shows that UserD is Blind Copied.

UserD was Not Blind Copied.
The Original message was Blind Copied to UserC who forwarded to UserD.

Should I tell the End user this is a "Feature" and continue on with the rest of their life?
Could it be a security issue?
