Missing ESMTP and Other Tabs in GWIA

Due to hardware issues, we were forced to build a new Groupwise 7.0.3 server on a Windows 2003 OS and copy over all of the data. However, whenever I attempted to veiw the properties of the GWIA in ConsoleOne, I only see 4 tabs. I don't see the Access Control List, POP3/IMAP4, Server Directories, etc.

Is this a rights issue or did we forget to do something during the migration.
