You would run telnet against the GWIA ip address and also the IP address the mx record points to (sometimes they are different). That way you can tell if the GWIA is listening correctly and also if there is a mail host in front of GWIA, you will know if it also is listening.
As for the Unavailable status... it should not say that but sometimes I have seen where that just means it is not reporting the status correctly. The ultimate answer is if it is really running, which in this case it sounds like it is.
