I would agree with the stuck message idea and try to rename some gwia mail directories if it happens to all post offices. If it only happens to one post office but others are fine then it would make since to rename the POA mail directories and or the MTA mail dirs and restart the agents so the directories are recreated.

Mail dirs that will recreate when the agents are restarted are as follows:

POA: Wpcsin and Wpcsout
MTA Wpcsin, Wpcsout, Mslocal
GWIA: send receive result defer wpcsin wpcsout ooo.prc
