39 Unrecognized or invalid files in mail directories

I have been getting this error on the weekly run of gwcheck for a month
now. I checked the GW 7 documentation, and it lists a different errror
for 39. At any rate, I can see the file in question -- is it safe to
delete it, or do I need to do some other maintenance routine to remove
it? If it can be deleted, should the POA be shut down first?
