Restore Area on Windows server

We currently run a POA on a Windows 2003 Server and want to setup a restore area on that same server for users to restore mail if needed. We are currently running GW 7.0.2. Right now we go through the setup and everything appears correct according to the documentation but we have gotten an 8201, 8209 and 8219 error when we select Open backup in the client. We added the post office as a member in the Restore Area Management setup and I am a domain admin with full rights to the share. One forum link indicated there needs to be a $ in front of the Windows share name in the UNC path. We tried that and got no further. Our entire GroupWise system is running on Windows with eDirectory so there are no Netware servers involved on this. Any help would be greatly appreciated.
