Setting rights to booking of conferenceroom

Hi, I am a bit of newbie regarding GW

Env = GW7 NW6.5 servers

Problem:
When booking a new meeting and choosing a "place" we want only three users to be able to book the specific conference room. But all users should be able to see the bookings.
How do I manage this??

As it is today, Everyone can book the room "Place" and everyone can see the bookings of the "Place" But not everyone can delete the booking..
