Nevermind, I answered my own question. In doing some more digging I found that the Post Office was listed as closed from the perspective of the holding domain. I found where I fat-fingered a port number, fixed that, and everything started clearing up like magic.

The messages that were building up were actually admin messages about changes to users, distribution lists, etc. Also when I fixed the port number and restarted the PO and Domain, the user move that was stuck fired right up and completed without error.
