Default Web access cluster agent starting problem


I am getting the dredded:

GWINTER: "CMC was not able to access this GroupWise gateway
directory:"
GWINTER: NWSRV31\sys:\DOMAIN\WPGATE\WEBCLA
NWSRV31/SYS:\DOMAIN|WPGATE|WEB&CLAGWINTER: Return from IPMgmt Register=
-1

The shared cluster volume "system" directory is in the path
The agent is running (or not running at this point) from the same
shared cluster volume not on local sys:
There are no rights issues and the path displayed is just plain wrong.
That is a weird path error which is confusing since the paths in my
strtweb.ncf and .waa are correct. Correct Path to the domain is
actually \\nwsrv55\sys\domain\wpgate\web7cla as per my .waa and the
strtweb.ncf. Not sure where the nwsrv31/sys:\domain\wpgate etc comes
from in there (NWSRV31 is one of the cluster nodes servers FYI: and if
I manually launch on the other cluster node I get exact same error
except NWSRV30 (the other cluster node)).

strtweb looks like this: load GWCL1:system\gwinter @WEB7CLA.waa
user=joeblow.oru /password=mypassword

.waa has this entry under path:
/ph=\\NWSRV55\SYS\domain\WPGATE\WEB7CLA which is correct.

There are no agents installed on the sys volume so no erroneous startup
files located there.

Anyone have an idea what I am doing wrong?
