Webacc7.0.3 date format

Hello, I am running GW7.0.3 on NW6.5.5 and would like to know how you change to date format within the webaccess client. When a user logs in, they see an American date format for all messages ie: MM/dd/YYYY. I would like to change the date format to dd/MM/YYYY

I have edited sys:\tomcat\4\webapps\gw\WEB-INF\classes\com\novell\webaccess\templates\css\Css Resources.properties and CssResourses_en.properties template files, but this has had no effect.
