Webaccess not running after install

Environment:
NW6.5 sp8
GW 7.0.3 (5/8/09)
Java 1.4.2
Server and all other GW components running fine. Webaccess agent and Document viewer loaded. Apache home page loads fine. However, going to: https://Server_ip/gw/webacc shows following error:

Service unavailable!
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.
If you think this is a server error, please contact the webmaster.
Error 503

This is after a fresh install of GW 7 agents post across-the-wire migration. I even deleted Webaccess and tried re-install again with no luck.

When I type java -show on the console, it displays the following:

com.novell.application.tomcat.utils.tccheck.ldapve rifier...

Is this a Tomcat problem? Thanks.
