Subscribe to Internet Calendar

Is it necessary to install the Groupwise Calendar Publishing Host so that a client can subscribe to an internet calendar?

After an upgrade from 7.03 to 8, I find that there is only the option to import a calendar, and not subscribe to an internet calendar on the Groupwise System that does not have the Publishing Host installed.
