rule generated forwards

Playing with the new feature in 8 to block Rule generated forwards
I have the box unchecked for Allow Forwards
then I added a specific address as an exception, but when I do a test
the properties of the Sent mail says "rule generated forward message not
allowed"
am I missing a step? I am just wanting only emails to certain addresses
to be allowed
