Default font size?

Correct me if I'm wrong:

1) The font size in emails that you read in gwweb are based upon the font size in the browser, which is usually "read" from the Windows OS, right? So if someone is complaining that they're too small, they will have to increase the font size in their browser or their entire Windows OS.

2) The compose font size can be set individually (if using HTML) but I don't see a spot to set it in webaccess "permanently". Is there a way to do that?
