I would suggest calling your Citrix support representative. This problem exists in the Citrix meta frame environment and after going around with Microsoft and paying thousands to consultants, we discovered that it was an issue brought about by the Citrix server environment. Our solution was to give all user Admin rights, which wasn't a big deal in our environment but may be in yours. This is one reason why we are moving to VDI next year when we virtualize our office.
Citrix has issue with rights access to the GroupWise DMS when Admin rights are taken away.
