This is absolutely about the document Indexing. While the document is there and they can pull it up by number if you give it to them, they will not be able to search for it until it is indexed. this is why I index my library every half and hour on the half an hour. If you do it that often, the process literally takes less than 5 minutes on a library of 700,000 documents in Duo core server environment.
