Archive Agent Failed to Initialize

I have messenger running on a NW6SP4 machine and can't get the archiving agent to start. I get the error:

Agent initialization failure [0xD235]

I can't find this error code anywhere, does anyone have any ideas. The messenger agent runs fine by the way.
