This problem is solved.

I won't go into another rant over NOWS SBE, because I did that elsewhere. But suffice it to say, NOWS SBE ships with an outdated version of Messenger. It ships with ver. 2.0 and "official" pushed updates has not changed that. However, downloading and installing Messenger 2.0.3 has corrected the problem.
