How to enable TELNET / FILE access on iChain 2.3

I am trying to backup my existing iChain 2.3 SP4 (2.3.291) before
updating to ic23sp5ir5.
Having a few problems with carrying out backups of my existing config..
Backup of my certs doesn't work to floppy so am forced to write to disk
(very old server possibly cause). This would be fine but I don't seem
to be able to TELNET to the server or enable login to the iChain.
I have enabled TELNET using "set listener telnet=yes" but it appears to
hang after the following is displayed:-
Do you want the X-Session displayed on a display other
than the default [10.192.101.74:0.0] (yes = 1/no = 0)? [0]:0
When I select "0", the session hangs. I have tried using PUTTY and
HyperTerminal from a Windows XP machine.
I want to enable login to iChain so I can copy off my cert backups and
other key files (oac.properties, current.nas, tune.ncf etc). I have
looked at TID 10065889 but am stuck at the first step of "load
ncpip.nlm" How do I carry out this load command and how can I edit
TUNE.NCF if TELNET is not working?
Any suggestions greatly appreciated - I have inherited iChain and there
is no internal documentation of any sort and a backup has never been
carried out.
