Default Spell checker in Designer

So I have posted before about wanting a spell checker in Designer,
somewhat because I write a LOT of comments and spell reasonably well,
but would like that crutch to rely on.

Nicer for the client when there are not stupid typos all over the place.
Code is validated, since the DTD controls spelling, but comments are not.

So in 3.5 I was editing an email template, in the HTML view, and
mis-spelled occured.

I noticed it was highlighted, with the squiggly underline! Yay! That
was great.

Except, if I hover, I get a pop up saying it is spelled wrong. No
suggestions, no spell checker.

So close! So two requests here:
1) Add the suggested spelling, since clearly the spell checker is
already built into Eclipse...

2) Add this functionality to any text field in Policy Builder and
Provisioning views.
